I really recommend reading this document (many thanks to Mary Wandia for sending it). The document is excellent and Mary has worked very hard on it. It is very thoughtful with clear policy recommendations and practical examples. Obviously, it has been written with Africa in mind but much of the document is more broadly applicable.
